How Indian Mobile Numbers Work

Indian mobile numbers are 10 digits long and do not use area codes like landline numbers. When dialing domestically, you simply dial all 10 digits. For international calls, prefix with +91(India's country code).

The first 4 to 5 digits of a mobile number identify two key pieces of information:

  • Telecom Operator — The company the number was originally assigned to (Jio, Airtel, Vi, BSNL)
  • Telecom Circle — The geographic region or “Licensed Service Area” where the number was issued

The remaining digits are the subscriber number, unique to each individual connection within that prefix and circle.

What is a Telecom Circle?

India's Department of Telecommunications (DoT) divides the country into 22 Licensed Service Areas (LSAs), commonly called telecom circles. Each circle roughly corresponds to a state or group of states. Operators obtain separate licenses for each circle they wish to operate in.

Circles are classified into categories based on revenue potential:

  • Metro — Delhi, Mumbai, Kolkata, Chennai
  • Category A — Maharashtra, Gujarat, Andhra Pradesh, Karnataka, Tamil Nadu
  • Category B — Kerala, Punjab, Haryana, UP (East/West), Rajasthan, Madhya Pradesh, West Bengal
  • Category C — Himachal Pradesh, Bihar, Odisha, Assam, North East, J&K

Mobile Number Portability (MNP)

Mobile Number Portability (MNP) was launched in India in January 2011, allowing subscribers to switch their telecom operator while retaining their existing mobile number. This means that the prefix of a number only indicates the originaloperator and circle — the subscriber may have since ported to a different operator.

There are two MNP zones in India, each managed by a different operator:

  • Zone 1 (North & West) — Managed by Syniverse (formerly MNP Interconnection Telecom Solutions)
  • Zone 2 (South & East) — Managed by Broadpoint (formerly Telekraft)

Major Indian Telecom Operators

Jio(Reliance Jio Infocomm)

India's largest operator by subscribers. Launched in 2016 as a 4G-only network. Part of Reliance Industries. Pioneered affordable 4G data in India.

Airtel(Bharti Airtel)

India's second-largest operator and oldest private telecom company (founded 1995). Operates in 18 countries across Asia and Africa.

Vi(Vodafone Idea Limited)

Formed by the 2018 merger of Vodafone India and Idea Cellular. Third-largest operator. Rebranded as 'Vi' in September 2020.

BSNL(Bharat Sanchar Nigam Ltd)

State-owned operator providing services in all circles except Delhi and Mumbai. Offers 4G services using indigenous technology.
